An internationally experienced Engineer and Project Manager, Mr. Conboy advised the Water Sanitation and Hygiene Program in Kenya, and he led the initiative to develop a geospatial database. His accomplishments include sizing reservoir storage and optimizing operations for a billion dollar water resource project for the Comprehensive Everglades Restoration Plan. Mr. Conboy served as Project Manager for the Loxahatchee River Preservation Initiative in Florida. He provided engineering support, performed hydrologic modeling and developed stage-flow curves for the Restoration Plan for the Northwest Fork of the Loxahatchee River. Mr. Conboy currently serves as the Principal Engineer for South Florida Engineering and Consulting, LLC, where he has obtained the designation as a Florida Department of Environmental Protection Program Cleanup contractor.

Senior WASH Advisor, CARE Kenya Department of Water Sanitation and Hygiene Advisor to two camps that serve over half the 463,000 person refugee population in Dadaab, Kenya. WASH operates 14 Boreholes (approximately 150 meters each) with pumps and generators to supply water to 21 elevated steel tanks (100 and 150 cubic meters). Led the initiative to develop a Geospatial Database for CARE Data using PostgreSQL. Launched the Dadaab Geo-Information Users Group to promote networking and sharing of information among non-governmental agencies.
Professional Engineer, Palm Beach County Department of Environmental Resource Management Project Manager for: Pal-Mar Basin Project - Hydrologic modeling contract with Martin County; and Northlake Bridge Project - Managed $4.6 million tri-party agreement and $1.5 million FDEP grant. Managed design, hydrologic modeling and permitting of 230-acre hydrologic restoration project; and determined pre- and post-project surface water flows, groundwater flows and water quality. Project Engineer for two FDOT projects that included multi-use trails, a pedestrian bridge and public use facilities [Budget: $1.2 million].
